While attending Brookwood High School in Snellville, Georgia, Mullins played baseball for Campbell University and Louisburg College.

In the thirteenth round of the 2015 Major League Baseball Draft, he was selected by the Baltimore Orioles.

Mullins made his major league debut with the Aberdeen IronBirds in 2015. He spent the entire season there, batting 264 with two home runs and 32 RBIs in 68 games.

In 2016, he batted.273 with 14 home runs, 55 RBIs, and 30 stolen bases in 124 games with the Single-A Delmarva Shorebirds.

In 2017, he batted.265 with 13 home runs, 37 RBIs, and a.778 OPS in 76 games for the Double-A Bowie Baysox.
Mullins began the 2019 season in center field for the Baltimore Orioles. Mullins was demoted to Triple-A Norfolk on April 22 after a rough start to the season. Mullins struggled even more in Norfolk and was demoted to Double-A Bowie on July 10, despite the fact that Orioles manager Brandon Hyde stated that the team “really valued Cedric and his ability.”

He was assigned to Double-A for the remainder of the season.
