Ratcliffe was raised in a council house in Failsworth, Greater Manchester, where he was born. His parents were joiners, and his mother worked in an accounting office. His father eventually owned a factory that produced furniture for laboratories. When he was eleven years old, his family relocated to East Yorkshire. Ratcliffe attended Beverley Grammar School and resided in Hull until he was eighteen.

His first work was with the enormous oil company Esso, but he sought to expand his knowledge of finance by studying management accounting. He attended London Business School from 1978 to 1980, earning an MSc in finance, and in 2016 contributed £25 million to the institution.
