Petersen, who was born on March 14, 1941 in Emden, Germany, is the son of a naval officer. Petersen attended Hamburg’s Gelehrtenschule des Johanneums between 1953 and 1960. He used an 8 mm camera to make his first films while he was still in school.

In the 1960s, he was directing plays at the Ernst Deutsch Theater in Hamburg. After completing his theater studies in Berlin and Hamburg, Petersen enrolled at the Berlin Film and Television Academy (1966–1970).

His earliest works were made for German television, and it was there that he met and worked with actor Jürgen Prochnow, who would later play the U-boat commander in Wolfgang Petersen’s acclaimed Das Boot.
