He wrote a study on discrimination between East and West Pakistan while serving as Chief and Deputy Secretary of the Pakistan Planning Commission, which was the first report on the subject submitted to the Pakistan National Congress.

During the 1971 Independence War, he was the first official from the US Embassy to express support for Bangladesh’s decision to abandon Pakistan’s side. In 1972, he was named Secretary of Planning, and in 1977, he was named Secretary of the Finance and Planning Ministry’s External Resource Department.
