On November 10, 1998, Rubins made his Latvian national team debut in a 3-0 loss to Tunisia in a friendly match. He is 50 matches behind Vitlijs Astafjevs for second most international caps in Latvian national team history with 117. Rubins took part in the 2004 EURO in Portugal as well.

Andrejs Rubin joined FK Qaraba on a free transfer on a two-year deal to begin the 2010–11 Azerbaijan Premier League season from Aghdam. Andrejs was only able to play in 12 league games due to multiple ailments that limited his playing time. He was dismissed at the end of the season. Simurq PFC of the Azerbaijan Premier League acquired his services in 2011. In 18 games for the team, Rubins only managed one goal, and in July 2012, he was let go.

Rubins announced his retirement from professional football on March 13, 2013, citing a chronic hip condition. “If I cannot play at 100 percent, that’s not worth it,” he said.
