Filep Jacob Semuel Karma, is an independence activist, he was born on 14 August 1959, in Jayapura, Dutch New Guinea. He assisted in raising the Morning Star flag, during a ceremony in Jayapura on December 1, 2004, which led to a treason charge and a fifteen-year prison sentence. Human Rights Watch, and Amnesty International have voiced their opposition on his behalf, with them referring to him as a “prisoner of conscience.” On November 19, 2015, he was released.
Karma grew up in a wealthy household involved in local politics. Constant Karma, one of Filep Karma’s cousins, held the position of deputy governor of Papua. His father, Andreas Karma, was a civil servant with Dutch education who had continued to work for the Indonesian government after independence, serving as a regent of Wamena and Serui.
