Maryland has legally recognized same-sex marriages, since January 1, 2013. Democratic state lawmakers launched a campaign for its legalization in 2012, under the direction of Governor Martin O’Malley.

A bill allowing same-sex unions was approved by Maryland’s General Assembly (the state’s bicameral legislature made up of the Senate and House of Delegates) in February 2012 and signed into effect on March 1.

A statewide referendum that was held on November 6, 2012 got 52.4% of the vote in favor, and it was passed into law on January 1, 2013. Gay rights supporters welcomed the vote as a turning point because it was the first time that same-sex couples had their marriage rights approved by a majority of Americans.

The first statute in the United States explicitly defining marriage as a partnership between a man and a woman was passed by Maryland in the early 1970s, in response to the growing same-sex marriage movement. Both attempts to outlaw and legalize same-sex unions in the 1990s and 2000s fell short, due to less support from the General Assembly’s central committees.
