He had four children: Evaristo, Fernando, Mara Ana, and Manuel Franco Jr. He never married. Manuel went to Asunción with his aunt Trifona Franco de Isnardi to further his education after finishing elementary school.
At the National School, he was accepted as a border. Due to his limited financial resources, he was compelled to work as a bureaucrat during his undergraduate studies.
He became the first official of the General Accounting Secretary of the Nation in 1893, and he was named the institution’s bookkeeper in 1894. He sought a career in public administration despite his liberal political convictions.
In August 1899, he and Manuel Dominguez formed the National Council of Education.
In June 1903, President Escurra appointed him Director of the Colegio Nacional de la Capital, a position he maintained until 1907, when he was replaced by Cleto Romero.
