Mark Latham was born in Ashcroft, a suburb of Sydney in New South Wales, on February 28, 1961.

Latham attended Hurlstone Agricultural High School and Hurlstone Public School, where he was dux; and at the University of Sydney, where in 1982 he earned a Bachelor of Economics degree with honors.

Latham worked at the Green Valley Hotel for two years while he was a student. From 1980 to 1982, Latham also served as John Kerin, a Labor politician,’s adviser.

Latham was chosen for the Liverpool City Board in 1987, in Sydney’s southwest, and was chairman from 1991 to 1994. Latham served as the president of the Liverpool Bulls club, where he played rugby union. Since 1968, Latham has also been a St. George Dragons rugby league fan. From 1988 to 1991, he was an adviser to Bob Carr, the Leader of the New South Wales Opposition at the time.
