He was the Governor of Madang from the year 1997 to 2002. He later served as Minister for Health and Bougainville Affairs.
Peter established the Melanesian Foundation in 1980. It is a non-for-profit organisation that invests in remote communities that have been hospitable to tourists.
Peter was born in Sydney and he attended Newington college from 1952–1955 where he graduated before training as a commercial fixed wing and helicopter pilot. In his career as pilot, he flew for Qantas.
He was a legend of the action reconciliation movement on Bougainville. Barter was present when the region signed its first peace agreement. He traveled far and near within the Island to preach peace and the need for same.
Outside the jurisdiction of politics, Peter was still helping any Bougainvillean who had issues in Mandang. He was a kind and generous man.
Peter died on 21st June 2022. He died at the age of 82.
Peter developed a rare terminal heart condition which he battled for years. But sadly, he died of same terminal heart condition in 2022.
