Vladimir Gusev was born in Saratov on April 19, 1932. In 1957, Vladimir Gusev graduated from Saratov State University with a degree in chemistry and technology. From 1959 through 1975, Vladimir Gusev worked at the Engels Chemical Fiber Plant, where he eventually attained the post of director. Gusev was chosen as the first secretary and ultimately the mayor of the CPSU Engels City Committee in 1975. The next year, he was appointed first secretary by the Saratov regional Party body, a position he held until 1985.

In December 1993, Vladimir Gusev was selected on the Liberal Democratic Party list to serve in the First State Duma. The committee’s chairman for the business, building, transportation, and energy sectors was Vladimir Gusev. From 2001 through 2010, Gusev represented Ivanovo Oblast in the Federation Council.
