Oakley Neil H. T. Caesar-Su was born on June 4, 1998, in Shepherd’s Bush, London, to an Irish mother and a Guyanese father who was of Biblian Ecuadorian descent. His great-grandfather was Arawak. Central Cee father raised him listening to dancehall, reggae, and hip-hop music.
Caesar-Su apparently remained to himself at school but would occasionally misbehave and lose his temper. Rapper Digga D. was a few years older than them, but they both went to the same school.
