His mother’s line of work focused on public service, and his father served as legal counsel for the San Francisco Board of Education.

Breyer attended Lowell High School before being accepted in 1955 to Stanford University.

Breyer completed his philosophy degree at Stanford before moving on as a Marshall Scholar to Magdelen College at Oxford University.
