William M. Barker graduated with a degree in secondary education from the University of Chattanooga, now the University of Tennessee at Chattanooga, in 1964.

William M. Barker was selected by his fellow justices to serve as chief judge on October 4, 2005. William M. Barker and the other judges were up for reelection in an election in August 2006 under the conditions of the “Tennessee Plan.”

A landslide victory for a further eight years came from this election. William M. Barker served as counsel for the Chambliss, Bahner & Stophel law firm in his hometown of Chattanooga as of 2009.
