Hans Modrow, was a leading German politician, who was known as the last communist premier of the East Germany. He agreed to the East German Round Table opposition groups’ that request to hold free elections within six months on December 7, 1989. On January 28, Modrow and the Roundtable came to an agreement to move the elections up to March 18.

By then, the SED had to add “Party of Democratic Socialism” to its name; in February, the SED portion was entirely dropped. Some Round Table parties agreed with Modrow to delay or obstruct a reunification with capitalist West Germany, because they sought to implement democratic socialism in a “third way” manner.

Hans Modrow continued to reject “rapid” reunification as the SED-PDS rule weakened and on 1 February 1990 recommended a gradual, three-stage procedure that would produce a neutral German confederation. Helmut Kohl’s government in Bonn was able to dismiss Modrow’s request for neutrality due to the early 1990 breakdown of the East German state and economy and the impending East German free elections. Modrow included eight members of opposition parties and human rights organizations to his cabinet as ministers without portfolios on February 5th, 1990.
