On February 19, 1968, in London, Buchanan fought Maurice Cullen for the British lightweight title following a streak of 23 victories. In the eleventh round, he defeated Cullen to claim the lightweight challenger championship.

He continued to triumph over opponents like Leonard Tavarez, Angel Robinson Garcia, and Whiter (in a rematch) to climb the world lightweight rankings, but on January 29, 1970, he fought Miguel Velasquez for the European lightweight championship in Madrid. Later, Velasquez won the WBC junior lightweight championship.

Despite losing to Velazquez via split decision after 15 rounds, Buchanan went on to defeat Brian Hudson, Chris Fernandez, and Tavarez before successfully retaining his British lightweight title. Tavarez was stopped in five rounds. To prepare for his fight against Panama’s Ismael Laguna, the world lightweight champion, on September 26, 1970, Buchanan travelled to Puerto Rico in September of the same year.
