In So Bernardo do Campo, a So Paulo industrial district, he was able to get employment at the Villares Metalworks amid the economic downturn that followed Brazil’s 1964 military coup.

While employed at Villares, he joined the Metalworkers’ Union. In 1972, he left his position to work exclusively for the union, where he supervised its legal division until 1975 when he was elected union president.

He initiated a movement for salary increases in reaction to the military administration’s economic strategy, which made him well-known across the country.
