The date of birth for William Muecke Barker is September 13, 1941. He went to the University of Tennessee, where he graduated in 1963 with a bachelor’s degree and in 1965 with a law degree.

Upon graduation from law school, Barker worked as Harry A. Blackmun’s law clerk on the Eighth Circuit of the United States Court of Appeals. Before becoming a judge, he first spent several years practicing law in Chattanooga.

Governor Lamar Alexander appointed Barker to the Tennessee Court of Appeals in 1985. He was chosen by Governor Ned McWherter to serve on the Tennessee Supreme Court in 1994.

From 1995 through 2009, Barker presided as the Tennessee Supreme Court’s top justice. He earned a reputation for improving Tennessee’s legal system and upholding judicial independence during his time in office.

Barker resumed his private practice in Chattanooga after leaving the bench. At the University of Tennessee College of Law, he also taught as an adjunct professor.
