In 1978, he chose not to run for re-election to the US Senate. The American Indian Policy Review Commission and the Select Committee on Indian Affairs were both founded in large part thanks to Abourezk.

James Abourezk was sincerely committed to representing tribal interests in Congress and promoting improved federal-tribal relations; chaired the Policy Review Commission for the entire duration of its existence.

From the committee’s founding in 1977 until his retirement in 1979, he presided as its chair. On James Abourezk’s 92nd birthday, February 24, 2023, he passed away in Sioux Falls.
