He was born in Lindsay, Ontario, on October 8, 1951, and grew up on a farm in Argyle, near Woodville, in the Kawartha Lakes region. He had a sister from his parents, but he grew up with a few other children his father and mother fostered.

His mother was an Irish Catholic, and his father was a Scottish Presbyterian. Both were devoted, which caused disagreements, but McArthur backed his mother.

It enraged his strict father. And McArthur subsequently suspected that his father had sensed his homosexuality. He had struggled to embrace his sexual orientation, which was considered unusual in rural Ontario at the time.

Later, he went to neighboring Fenelon Falls Secondary School for his further education, where he met and began dating Janice Campbell.
