Since moving to Clearwater from Chicago in 1979 with his parents, Mayor Hibbard has been a resident of the city.

For 23 years, Frank and Teresa have called their 1925 Harbor Oaks home. They have three grandchildren, four dogs, three great-grandchildren, and two grown children.

For many years, Frank and Teresa have actively participated in Calvary Church in Clearwater.

The Hibbard family is committed to serving the community; from 2002 to 2012, Frank served three terms on the Clearwater City Council, including two as mayor.

The “Great Recession,” which the city weathered better than most, was the most challenging of those years. Teresa serves as the chief development officer for the Salvation Army.

Why did Mayor of Clearwater Frank Hibbard resign?

Prior to his resignation due to term limits in 2012, Hibbard served as mayor of Clearwater from 2005 to 2012. He was re-elected in 2020 while serving as Ruth Eckerd Hall’s board chairman. Hibbard, whose term had one year left, had declared he would not seek reelection.
