Billy was born in Belfast, Northern Ireland, on August 5, 1931. He went to Elmgrove Primary School when he was younger. He used to play for his high school team, where he eventually rose to the position of captain.
Billy’s professional career began in 1948 with Glentoran, for whom he played from 1948 until 1950. Sunderland (1950-1958), Luton Town (1958-1961), Everton (1961-1963), and Port Vale (1963-1965) were among his other clubs.
Billy completed his career at the age of 33.
In his managerial career, he managed teams including Southport, Linfield, PAOK, MaEverton and Northern Ireland National team-leading then to the 1982 World Cup.
He passed away on June 9, 2022 at age 90.
