Christopher Scarver was born and raised in Milwaukee, Wisconsin, the second of five children. Christopher Scarver attended James Madison High School until the eleventh grade, when Christopher Scarver dropped out and was kicked out of his mother’s house for being an alcoholic. Scarver was hired as a trainee carpenter through the Wisconsin Conservation Corps. After completing this program, Christopher Scarver was promised by his boss, Edward Patts, that he would be hired full-time, but Patts was fired, so Scarver’s full-time position never materialized. Scarver was forced to drink heavily as a result, and in his inebriated state, he started to hear people refer to him as the “chosen one.” Christopher Scarver was later determined to have schizophrenia and to have been experiencing messianic delusions.
Scarver went to the Wisconsin Conservation Corps training program office on June 1, 1990, and found site manager John Feyen and employee Steven Lohman there. Scarver held Lohman at gunpoint and demanded money from Feyen. Scarver became enraged after receiving only $15 from him and shot Lohman once in the head, killing him. Scarver then said, according to authorities, “Do you think I’m joking? I require additional funds “Before Feyen wrote a $3,000.00 check to Scarver, who then fired at and missed Feyen as he fled to his car outside, he shot Lohman twice more, both post-mortem.
