In Chattanooga, Tennessee, on September 13, 1941, Barker was born. Barker earned a degree in secondary education from the University of Chattanooga, which is now known as the University of Tennessee at Chattanooga, in 1964.

William M. Barker joined the Delta Theta chapter of the Sigma Chi fraternity as a student at Chattanooga. In 1967, the University of Cincinnati College of Law awarded Barker his Juris Doctor.

Barker was a member of the First Presbyterian Church of Chattanooga, was married, and had three children. In 2006, Barker was recognized as a “Significant Sig” by his fraternity and received “Distinguished Alumnus” medals from both his undergraduate alma mater and his law school. On April 3, 2023, Barker passed away at the age of 81.
