In 1964, William Barker graduated with a degree in secondary education, from the University of Chattanooga, which is currently known as the University of Tennessee at Chattanooga. He joined the Sigma Chi fraternity’s Delta Theta chapter as a student at Chattanooga. Barker graduated with his Juris Doctor from the University of Cincinnati College of Law in 1967.
He was the chief of the Tennessee Supreme Court, which was from 1995 to 2009. He served on the bench for 14 years, earning a reputation as a fair and impartial judge who was deeply committed to upholding the rule of law.
