The majority of Middle-earth people thought Saruman was the most powerful, but after welcoming Gandalf to the Grey Havens, Cirdan the Shipwright discovered Gandalf was truly the most powerful and bestowed Narya, the Elven Ring of Fire, onto him. Gandalf led a wandering existence, helping those in need and never staying in one spot for long. He was the lone wizard with a peculiar infatuation with hobbits, whom the others dismissed as lethargic and small creatures.
Gandalf belonged to the White Council, which was founded to cope with Sauron. Saruman presided over the Council, while Galadriel favoured Gandalf. Saruman said that the Ring had been washed away in the Anduin River and was now at the bottom of the sea, but Gandalf disagreed. He was continually poring over historical writings, hoping for any solid information about the Ring’s fate.
