At the 2007 UEC European Track Championships, Rowe made his debut in Europe by competing on the winning team pursuit squad.

Along with winning the Madison and taking silver in the team pursuit at the 2008 European Track Championships, he also placed second in the European Road Race Championships. Mark Christian finished first.

Rowe signed a two-year contract and became a neo-pro for Team Sky’s 2012 campaign.

In September 2012, he won the Tour of Britain’s opening stage for his first professional triumph. In 2013, Rowe competed in his first Grand Tour race, the Vuelta an Espaa.

At the 2014 Commonwealth Games in Glasgow, Rowe competed on behalf of Wales. He placed sixth in the road race, which was won by teammate Geraint Thomas. In 2014 Vuelta an Espaa, Rowe rode and assisted Chris Froome in taking second place overall.
