Mr Chai was born in China in 1935 and moved to Taiping, Malaysia, with his parents when he was two years old because of the prospect of war. He was one of Nantah’s first graduates and later served as the school’s Bursar.
He also served as an honorary adviser to the Chin Kang Association, which was created by Chinese immigrants from Jinjiang County in Fujian.
Mr Chai first entered politics as a member of the People’s Action Party (PAP) in 1972, when he ran for the newly created Bukit Batok Single Member Constituency.
According to PAP’s online journal Petir, he won the election with 73.78 per cent of the vote and earned “solid support” from locals in the ensuing three elections.
He was appointed after his victory in 1972.
