For his part in the 1981 theft of a Brinks armoured truck, which led to the deaths of a guard and two police officers, Mutulu Shakur was handed a sixty-year jail sentence. In his late teens, Shakur became politically active with the Revolutionary Action Movement (RAM), and he eventually joined the Republic of New Afrika.

Shakur started working with the Lincoln Detox program in 1970, which utilized acupuncture and pharmacological treatment to treat heroin addiction. He finally rose to the position of assistant director and continued to work on the project through 1978. In 1979, the State of California certified him and granted him authorization to practice acupuncture there.
