Brockman and his brother Thomas David Brockman were raised in St. Petersburg, Florida. His mother Pearl was a physiotherapist, and his father Alfred Eugene Brockman owned a gas station.

Brockman attended Centre College in Danville, Kentucky, for a brief time before earning his summa cum laude degree from the University of Florida in 1963. He was also a member of the university’s business honor society.

Brockman was charged with running a 20-year fraud to avoid paying taxes on about $2 billion in income. Charges included failure to disclose assets held abroad, wire fraud, money laundering, and tax evasion. Brockman entered a not-guilty plea and was freed after posting a $1 million bond. Brockman was subject to an IRS assessment in which evading taxpayers were the target. He made a $1.45 billion offer in March 2022 to lift IRS liens on his real estate and other assets.
