If the father refuses to prepare his daughter to get married, does her maternal uncle have to spend on preparing her?.

In the answer to question no.
2127 we have
discussed the rulings on marriage in detail, and we have defined who is the
guardian for marriage purposes.

From this it is known that the maternal uncle is not one of
the woman’s guardians with regard to marriage. If her father refuses to
spend on her wedding and on preparing her for marriage, then does her
maternal uncle have to do that in this case?

Shaykh Ibn Jibreen (may Allaah preserve him) told us that the
maternal uncle is not obliged to spend on her; in this case the closest male
relatives on the father’s side are the ones who are obliged to spend, such
as her brothers and paternal uncles; or the husband has to spend it and it
becomes part of her mahr.

And Allaah is the source of strength.
