Tou Thao comes from a family of Hmong Americans, a Southeast Asian ethnic community that has been most prominently represented in the Midwest and California. Following the Vietnam War, Hmong people relocated to these two cities as part of the Southeast Asian refugee resettlement program.
He was now fourteen and had started working. Tou worked as a security guard before switching to a position with Cub Foods. He worked as a security guard while taking studies at a small college.
After enrolling in community college courses, Tou Thao joined the Minneapolis Police Department in 2009 and worked there as a community service officer. Due to financial cuts, he was let go shortly after. Later on, in 2012, he came back.
