While attending Chattanooga, he entered the Sigma Chi fraternity’s Delta Theta chapter. Barker received a Juris Doctor degree from the University of Cincinnati College of Law in 1967.
He served as the chief judge of the Tennessee Supreme Court from 1995 to 2009. Barker served in the US Army Medical Corps for a brief period before starting his own business in 1983.
Governor Lamar Alexander appointed Barker to the court that year, and he subsequently served on the Tennessee Supreme Court. On October 4, 2005, he was appointed chief justice by his colleagues.
Barker and the other justices were up for reelection in an election in August 2006 in accordance with the “Tennessee Plan,” and by a significant majority, he was granted an additional eight years. Judge Janice M. Holder, an associate, took over after Barker resigned in 2009.
