She claims that she was named Penelope after the Arethusa-class ship HMS Penelope because she was the daughter of a former paratrooper. John Mordaunt, her father, was born and reared in Hilsea Barracks. He served in the Parachute Regiment before switching to teaching and working for Hampshire County Council as a youth worker.

She has served as a Conservative Party representative for Portsmouth North since May 2010. She was a junior minister under Boris Johnson after serving in Theresa May’s Cabinet as Secretary of State for International Development from 2017 to 2019 and as Secretary of State for Defense from May to July 2019.
